The central government has ceaselessly insisted that part of the increase in national debt and spending is due to devolution. However, broken down by numbers the nearly Ksh. 9 trillion debt accrued and mismanaged by the national government cannot be possibly accounted for by mere devolution. and as lawyer Kamotho Waiganjo, analyst Abraham Rugo and economist David Ndii explain to host John Allan Namu, that lie is becoming increasingly harder to sell, which still leaves us with the original question; where did the money go?
